HOSTILITY: Threats & Harrassment

BDI collected data on 117 bomb threats across 25 Georgia counties from June 1, 2023 to June 1, 2025. From this two-year pilot study, BDI finds three key findings: (1) Bomb threats in Georgia surged during the 2024 election cycle disproportionately impacting Black voting precincts, (2) Bomb threat patterns revealed several trends in demographic vulnerability, namely for Black cities within white and multiracial counties, and (3) The number of threats in 2025 is currently outpacing previous years.

Threats and harassment against local officials declined from June to July, returning to baseline levels seen earlier this year. BDI’s Threats and Harassment Dataset (THD) recorded just over 30 incidents for the month, bringing the total event count so far in 2025 to more than 300.

The latest Threats and Harassment Dataset (THD) update adds over 40 new events, including nearly 20 for the month of August, bringing the total number of events captured so far in 2025 to approximately 350.
